CBM Physics Report to the FAIR Scientific Council

For its June 2016 meeting, the FAIR Scientific Council requested an update of the CBM Physics Case in the context of the current experimental landscape and with regard to experimental activities before the start of FAIR ("FAIR Phase 0"). Mandated by the CBM Management Board, the CBM Physics Board wrote this report, which was delivered to FAIR on 24 May 2016.

Because the report was written in the form of a scientific paper, we aim at publishing it in a refereed journal.
